Definition
Federal HBCU eligibility concerns institutions established before 1964 whose principal mission was, and is, educating Black Americans, with recognized accreditation or preaccreditation. IPEDS HBCU flags provide a reporting-year institution list, not a live accreditation census. Explicitly designated historic campuses, such as Hinds–Utica, are distinguished from independently reporting institutions.
Target count
Minimum coverage target: at least 131 sourced entries, including independently listed HBCU institutions and distinct additional instructional campuses supported by authoritative sources and linked to their parent HBCU. This is a research target, not an asserted federal institution count. Never add duplicates, main-campus copies, offices or invented institutions. Report the verified count and any remaining gap; do not claim completeness until validation is green.
Institutions and campus locations
The minimum coverage target is 131 sourced entries, not a claim that 131 independently designated HBCUs exist. Additional instructional campuses are listed only when an authoritative source identifies a distinct physical location and its parent HBCU. Each has a parent link, location evidence and verification date. Main-campus duplicates, offices, online-only sites and unrelated colleges are not added to meet a quota.
Currently 101 sourced institution entries and 33 verified additional campuses. The numerical coverage target is met, but unresolved data-quality checks still prevent a completeness claim.
Coverage audit · October 24, 2026
The official IPEDS HD2024 file contains 102 HBCU-flagged institutions. This directory’s 101-institution baseline excludes Saint Augustine’s under its accreditation review rule; it is not an independently verified October 2026 national active-institution count. Published campus evidence supports distinct locations, not necessarily a current-term class census or separately awarded HBCU designation.
Hinds–Utica retains its HBCU designation and is now included as a campus, with Hinds linked as its non-HBCU parent rather than counted as an extra institution. Gadsden’s Valley Street and Shelton’s C. A. Fredd are designation-specific; their other campuses are not added automatically.
Not counted: main-campus copies, Morgan’s closed Laurel location, Bishop’s conflicting Central listing, clinical-only pharmacy practice centers, and locations supported only by stale announcements or office addresses. Campus-specific contacts, enrollment, costs and accreditation scope remain flagged when unverified.

How it is updated
All updates are admin-run imports. Nothing is scraped and nothing refreshes automatically. Re-running an import updates records by IPEDS UnitID, keeps previous values in the history, and never overwrites manually researched fields.
Missing values
Not found means we searched and found nothing. Not published means the institution says it does not publish that value. Neither is ever shown as zero or a guess. When two sources disagree, both are kept and the record is flagged.
